Strange input lag

Hello, I've been playing shooters for quite a long time (about 10 years), 10 lvl faceit in cs go, now I'm playing valorant - Ascendant 3. Something strange is happening with my PC, sometimes on different days I have an input delay, sometimes disappears, opponents somehow beep like a Ferrari and constantly they kill me, I don't have time to get to the enemy and I don't have time to see him, as he immediately appears and puts a headshot on me. I thought it was an Internet problem (my ping is 35, there is no packet loss), but I tried to play from the mobile Internet and the problem is the same, it happens that my gameplay becomes normal, there are no Ferrari peaks, I can play with pleasure. I have 2 mice. The first is zowie fc1 (the mouse seems heavy, floats), the second mouse is razer abyssus 2014 (the mouse seems more responsive, almost does not swim). Here is a list of what I tried to do:
1) New windows (ggos, Revi os, win 10 1809 LTSB, 11/10 default), no changes
2) BIOS update
3) New zowie XL2411K monitor, no changes
4) Turbo boost shutdown and CMOS reset, standard 2400 RAM timings settings. On standard settings, responsiveness in games is slightly better
5) I tried to transport the PC to the other end of the city. To be honest, I didn't see any changes
6) Other PSU
7) Pulled out the RAM in turn, inserted it into other slots, left one bar. There are no changes.
8) Put drivers on MOBO, ethernet, GPU. No changes.
9) Disabled HPET, C-state. No changes.
10) Deleted HDD, put all games on SSD
11) Installed a completely clean windows with microsoft and downloaded one valorant and drivers to the card. No changes.
12) Deleted realtek audio drivers
13) Windows Activation
14) Changing many BIOS settings, Calypto windows optimization.
15) Another video card. There are no changes.
16) Low performance in latencymon, but high dxkrnl
17) Using Moustester, the graph is not stable.
It's very strange, the mouse delay changes periodically, crappy trick, slow game. In cs go as well.
18) Replacing the socket with a more expensive one (the old socket from the developer was flimsy shit), pc test in other rooms of my apartment.
19) Disconnection through switches of all electricity in my apartment, except for the room where there is a PC. Turning off refrigerators, microwave ovens. Nothing helps
20) Disable FSO and kill DWM
21) Checked the voltage. 12.196 average value
My PC:
- R5 2600
- Gigabyte gtx 1660 super OC
- Mobo MSI b450m mortar max
- Kingston HyperX 2x8 gb
- PSU Thermaltake TR2 series 650W
- Zowie xl2411k 144hz
- Zowie fk1/razer abyssus 2014
I have heard that it may be an electricity problem, but I live in a new 7-storey building built in 2015. There are no high-voltage transmissions/factories nearby. There is no smart electricity meter installed in my house, but sometimes I notice how the light in my desk lamp becomes dimmer for a second and then good again. I really need your help, guys. Sorry, English is not my native language.

Please only talk about electricity issues in the "rare issues" forum.

Have you also tested a 240Hz+ monitor before?

Hi, Chief! Sorry for making a duplicate of the posts, as I thought that the topic in the first post was not created, please delete my old profile (vsokker). You can move the topic to the desired subforum, please. And I haven't tried a 240 hz monitor, I don't think it makes sense. I tried an old monitor from 2007, the iiyama gaming monitor at 75 Hz, and six months ago I bought a new one at 144 Hz, it didn't fix my problems. If you doubt it is electricity, can you advise me to try to find a fix? Sorry, English is not my native language.
