I will be updating the guide soon with process priority being a necessary step, as it is the cause of the major desync issues. I think Intel CPUs don't suffer the same problem due to difference in architecture or something else.

This is totally true, there are tons of possible variables. The priority of DWM and other apps was definitely the big setting I've been looking for though. It's the setting that caused the floaty mouse feeling, the completely inconsistent aim ingame, the inability to accurately predict what will happen next in game, the constant desync between server/client. I had similar issues on other CPUs as well, but currently haven't tested this fix on more than one computer.
