For me with HPET On , my whole computer is lagging even on windows , its like my computer is slow can't even open a TAB

Looking at the subject matter, you don't need to use a game to determine if there is an improvement if your have LatencyMon.
If these two commands are enabled it can cause significant Latency, so input these in the Command prompt and restart your system:
bcdedit /set useplatformclock No
bcdedit /set disabledynamictick Yes
Before:

After:

Disable HPET:

When you remove the timer restrictions it becomes a matter of removing Power saving functions.
This is after my GPU is locked in P0 state: (the DPC latency report is significantly delayed on the GPU which means less latency spikes)

Power saving functions reduce clocks or limit usage in some way, there is latency between moving from a P5 state to P0 which is why disabling power saving functions are important.
If possible, its better to have such power saving functions disable only when playing games as your idle wattage can double.

I had the exact same problem, when I had HPET On. Windows felt really unresponsive. Opening Programs was really slow. Tabbing out of Games was slow. Disabling HPET fixed all of these Problems.

Can you tell me, how do I put my GPU in P0 State?

what if i dont have hpet setting in my bios (asus prime z270k) is that means that i cant disable it? https://imgur.com/jxnyA3j no platformclock on my system

It's recommended to disable HPET only trough Windows CMD and Device Manager.
It's important to use the correct Command Prompts. Also, it's important to NOT use Timer Resolution Programs, because that doesn't work anymore for Windows after Version 1905.
How to disable HPET:
1. Open Command Prompt as Admin
2. Insert these Commands:
bcdedit /deletevalue useplatformclock
bcdedit /set useplatformtick yes
bcdedit /set disabledynamictick yes
bcdedit /set tscsyncpolicy enhanced
3. Exit out of Command Prompt
4. Open Device Manager and disable "High Precision Event Timer"
5. Restart PC

Interesting thing when i disable hpet only thru device manager my mouse movements so smooth like it should be no floaty but game itself get fps drops

That's normal and everyone gets that error. As long as you don't get an error with the other Command Lines, its ok.
