It's recommended to disable HPET only trough Windows CMD and Device Manager.
It's important to use the correct Command Prompts. Also, it's important to NOT use Timer Resolution Programs, because that doesn't work anymore for Windows after Version 1905.

How to disable HPET:

1. Open Command Prompt as Admin

2. Insert these Commands:
bcdedit /deletevalue useplatformclock
bcdedit /set useplatformtick yes
bcdedit /set disabledynamictick yes
bcdedit /set tscsyncpolicy enhanced

3. Exit out of Command Prompt

4. Open Device Manager and disable "High Precision Event Timer"

5. Restart PC
C:\Windows\system32>bcdedit /deletevalue useplatformclock
An error occurred while attempting to delete the specified data element.
Element not found.
That's normal and everyone gets that error. As long as you don't get an error with the other Command Lines, its ok. You can ignore it :)
ok i applied this settings restarted pc went to csgo dm and the difference is that my mouse is more responsive no floaty effect (which i had before) but my fps dropped, i get like 30fps less than usual (i7 7700k cpu)
In some games, also depending on the System, HPET Off can cause a small negative effect on FPS.
I would recommend you to benchmark it in CS GO and compare it, so youre 100% sure.
For me personally, I had a slight FPS decrease in one Game, but my mouse felt better too.

If you wanna enable HPET again, use these Command Prompts:

bcdedit /set useplatformclock true
bcdedit /set useplatformtick no
bcdedit /set disabledynamictick no
bcdedit /set tscsyncpolicy default

And enable High Precision Event Timer in Device Manager again. Restart PC.

Btw, are you on Laptop or on Desktop PC? If youre on Laptop, maybe the Command "bcdedit /set disabledynamictick yes" is causing the slight FPS decrease. Because it can increase your Temperatures by a small amount, which could lead to lower CPU Clock Speeds. This mostly happen on Laptops.

I applied so many tweaks already i dont even remember maybe some of them conflicting with each other. Im on desktop btw. Its so frustrating that we need to do any tweaks, not like install windows, games and play in peace.. miss old times :D

For me with HPET On , my whole computer is lagging even on windows , its like my computer is slow can't even open a TAB

CPU = I7 10700K

Any idea why ?

Thanks.
I had the exact same problem, when I had HPET On. Windows felt really unresponsive. Opening Programs was really slow. Tabbing out of Games was slow. Disabling HPET fixed all of these Problems.
Keep in mind that if you force-enable HPET to be On Windows gets confused and all apps will try to do that. Even on Windows stock/default this is not the case.

Disabling HPET might yield some performance 'benefits' but those benefits might not be real benefits due my previously linked post that the results get wonky with it disabled. Windows generally knows how to handle these things out-of-the-box and doesn't often need or require a tune or change.
CPU: AMD R7 5800x3D ~ PBO2Tuner -30 ~ no C states
RAM: Gskill Bdie 2x16gb TridentZ Neo ~ CL16-16-16-36 1T ~ fine tuned latency
GPU: ASUS TUF 3080 10G OC Edition(v1/non-LHR) ~ disabled Pstates ~ max oced
OS: Fine tuned Windows 10 Pro, manual tuned.

I'm reading this and just horrified by all of you.
never put values just like that.
one dude writes to turn on the hpet, for some reason you need to turn on the RTC tick (usetick yes), why?

"Does Intel have issues with HPET + useplatformclock?
No, it doesn't. All processors have "problems" when using HPET as the system timer.

It is a common misconception to believe that AMD does not suffer from performance decrease when using HPET as a platform clock. This is simply not true, the performance drop is similar if not even the same. If you don't believe this, well, test it yourself."

"the performance drop is similar if not even the same"

ok...

then why my intel system with hpet in bios and useplatformclock stutters very hard and the processor start to run always like around 60-80% only...

impossible to play any games like that and even just surfing web impossible...because everything lag hard and are rly slow and games working with 15/30fps...and even worse drops.

and on my amd system everything works fine when enable hpet + useplatformclock...

i tested this many times here and with fresh windows install.

I think you mixed something up. This is a Post for turning OFF Hpet, not turning it On. I only showed someone in here, how to revert back to stock HPET Settings, if this Tweak didnt help for him.

Oh yes, its actually a shame that the End Users, have to look into this stuff to sort out performance issues. And its mindblowing some of the Windows Tweaks can gain you 20%+ FPS! Things like that just show, how much Microsoft doen't care about Gamers.

While this subject has been beaten to near death in these forums and elsewhere, it's safe to say that 99% of the time it is simply "best" to leave all these settings at default and let the OS decide what timer to use when; there's just too many cases where forcing one particular timer configuration will potentially result in minor benefits for a single scenario, but none or worse at the same time for any remaining scenarios, and visa-versa.

This 200%, timer / hpet works fine/best stock.
