IOMMU you can use in virtualisation only, for example under vmware you can create two virtual machine, and both VMs will have direct passtrough access to hardware, for example to the network card, as well remember not every network card supported that.
other words, this change nothing for end user PC.

I'm curious, what are your basic BIOS settings for 13th gen?
Static clock / Stock?
Speedstep / Speedshift settings? Obviously if using a static clock these will be auto disabled.
cstates settings?
ASPM PCIE settings?
I'm also assuming you're using some form of XMP.
im use msi z790.
im not sure about dynamic clock vs fixed clock because if you set multiplayer it be lock with both options, but if you use dynamic clock it enable EIST and Turboboost.
im prefer to disable HXCI hand-off, usb audio controller, ARGB controller, CSM enable, e-cores bios enable / disable in OS.
for ram im just enable xmp and dont care about ram oc. Default msi SA voltages.
Im disable all in cpu advanced settings exept 100mhz lock on.
Hi, can you explain the reasoning behind of enabling e-cores on BIOS but disable them on OS?

for latest bios disabling it in bios not cause problem like in old. Any way you can test.
Open latency moon, move mouse, if you get instant ~4.5 isr on wdf, your have issue.
