I tested 4.3 ghz clock ofc without any power saving or eist/speedstep and compared it with mine 4,8ghz and I dont see any difference, I actually have more fps and 1% fps on 4,8ghz.
Great, we've ruled out a possible error-correction explosion effect.

The framerate ofc its not like simple line because it would be possible only on stable 240hz, but i dont experienced any laggs or so.
Curvey and zigzaggy framerates are okay, it's those massive spikes (1% and 0.1%) that are the more visible stutter problems. What I need to know is your frame rate pattern. Are you able to post any RTSS frametime screenshots?

Test #1
1. Install RTSS if you haven't yet
2. Turn on RTSS
3. Click "Show On Screen Display"
4. Click Settings button
5. Select "Enable Frametime History Overlay"
6. Click OK
7. Now play your game and watch your framerate oscillations.

There are dozens of different kind of framerate instabilities, and seeing the shape can help diagnose a speedier resolution to the stutter problem, or at least isolate the cause better, from drivers to game inefficiencies, etc.

Test #2
Also try capping your framerate to the middle of your game's framerate range, and see what happens to your stutters.

Not even one of the fastest gaming CPUs on the market right now (i9 10900k) can push a stable 240fps in Warzone. https://youtu.be/Mq65rrwm9_o?t=302. That game is not well optimized.

So basically I finally received my RTX 3080 but I still doesnt have stable 240 fps in Warzone, and this is not what I wanted. I have around 200 fps vs 160 fps before on my 1080Ti.

Yes on Multiplayer (not in Warzone) I have 250-300 fps but still I think I should get other monitor, so Im thinking about 1440p 165Hz, because for sure I will have stable 165 fps.

But I wonder if I should really stick with IPS panel.

I have now MSI MAG251RX which I like, but for my really fast playstyle I think it lacks of speed and clear vision of enemies.

Whats ur best recommend 1440p 165hz monitors? or 144hz, however Im used to 240hz tho..
Lower your graphic settings. I have an overclocked 3090 and Warzone only gives about 220 FPS average at max settings at 1920x1080. Just saying. You're also going to run into CPU limitations as well.

I think its all CPU, running OC i7 10700k and average probably 170ish settings mainly low
