as you can see, on my external controller, my mouse works on usb 1.1 and the port it is connected to also works on 1.1
But when I insert the mouse into the usb 2.0 port on the motherboard (after disabling high speed in the bios), nothing changes, the port still works in highspeed mode (at least that's what the program says, I don't know how to check in fact)

High speed allows to the usb controller to operate faster. It's related to bandwidth.

yes, but this causes some inconsistency, because the mouse is running at full speed, in other words, our mice do not need high bandwidth

My graph looks clean with <1ms variance when I just booted windows.
It looks the same as yours with +40/-40 when I have apps running, without any affinities. It may simply be the architecture.
Z390 graphs also looks way worse when you have all the standard apps running.
But can you describe to me what exactly that polling graph is supposed to be indicative off?
Your mouse inputs are processed differently when you are on a desktop composition versus inside a fullscreen render (game).

for heavy games delta 980-1020, for like cs 990-1010.
This is the only program that tells me what is wrong in the system.
And yes, I really can't say anything about these hidden settings in the bios.

xm1r, pulsar xlite, viper 8khz (1000hz)

I have 12700kf and 3070ti now, test it next day
