Yes it absolutely has, unless you have different problems than 95% of people here. It's nothing originating in the air. And if you want to 100% confirm that I'm right, go and put aluminium foil all over your cables (PC power cable, monitor power cable, HDMI cable, mouse and keyboard cable, ethernet cable, modem power cable etc.), and not even 1 cm should be left without a foil. If you still have problems, you have your asnwer - electricity, because the magnetic interference in the air won't be strong enough to go over aluminum foil, UNLESS you live right next to a transformer station or under a high power cables or something, but then you have a much bigger problems than PC not working correctly.
Those 3 hours are probably when your electrical grid is overused by consumers, and then in the evening it gets better. And batteries aren't doing anything, you would need a double conversion pure sine online UPS, preferably those over 700€ and not those cheap under 400€ versions, which are probably "fake" online UPSs.
So buy a top-tier 1600W power supply then, and your problems would be solved if you still think this is a hardware problem.
