I know I'm going to sound like a schizo, but it came back, even on new PC. I guess it was because it was new hardware as people sometimes mentioned. I just did the USB trick and the difference was insane. It was like I had a 1000hz monitor for 10 seconds.
there is 1000 hz monitor ,imagine you do "your usb trick" on it ?
... Go on, troll me guys, but I'm telling the truth - those things are 100% reproduceable. What I noticed relieves the lag as well is touching PC case screws - it's like some static buildup or something discharges in me and it feels perfect for few seconds. I feel like I'm very close to realizing what's the issue. Can it be my PC case?

Look at one of my replies, I found the same temporary "fix" which is reproducable at all times. The only thing that is persistent is that at night, everything looks way smoother and the shots are landing, essentially like 2 different people playing.
Have you tried another PC case maybe?

I didn't, still rocking same case from 2018. Please reply on this post if you do decide to try it out.

Neutral is always grounded at some point in TN-C. It is not as good grounding a separate wire, but still it should be bonded at sockets at least in bathroom and kitchen for safety purposes.
That doesn't explain why it would work and then stop working, unless this kind of installation does not handle things good enough anymore.
So the problem isn't necessarily the TN-C? I mean - TN-C systems are not the root cause of the issue we have, there are other contributing factors is what you're trying to say? The only thing I haven't tried yet (after trying almost everything and replacing the entire PC) is getting another PC case, this one was pretty cheap and it's possible that the case itself is on floating ground, but I doubt that honestly.
I see that you are pretty active in this forum and very well informed, if you have any suggestions for me, I'd be more than happy to read them.
Sure, TN-C is worse than TNCS or TNS, but it doesn't mean it's source of all the problems. Only way to find out is to track if there is some kind of interference simply by disabling things in apartment, building, area, which will be hard on your own.
All depends on how bad it is and how good your existing electrical system is at handling given type and mount of interference. Depending on where source is. That is why it's so hard to track it down, sometimes even impossible if it's outside of your property and it doesn't fall into any law protecting from such frequencies.
It's not EMI related subforum so I don't want to write too much on it, so my little advice is to simply check your hardware in another place, if you want to rule it out, possibly with someone who doesn't experience such issues.

I just ordered an online (double conversion) UPS as the last try. If this doesn't help me, I'm giving up. I will update the results here in case someone has similar issue and is following this thread

If your issues are rooted in EMI and/or your house's electric circuitry, the only way to troubleshoot it is, as mentioned, by finding a environment where such an issue isn't present.
A on-line UPS
shouldn't solve this problem...
Do keep in mind that there are levels to how well you can optimise this, especially considering variables such as the devices from neighbours, devices inside your home etc.
Finding a certified electrician who can route the grounding to your outlets (in the entire house imo) can be a good start too.

If this UPS does not have an isolated neutral, you are throwing your money away. In any case, make sure that you do not have the 3rd contact of the TN-C ground connected. In this system, the neutral wire and the ground wire are the same.

It should arrive tomorrow, so I'm gonna update whatever happens. I sent your response to ChatGPT and it said that in that case I can disconnect ground wire from my outlet in which UPS is connected and it will isolate it completely form ground loops etc, what do you think about that?
