Input lag disappears for ~30 seconds when plug OR unplug any USB.

Hello guys, I'm a long time lurker, dealing with this crap for long now, but this is the first time I have a strong clue/something specific that can't be called a placebo. I've been having issues with input lag/floaty mouse/not smooth game for years now, I have probably tried every single tweak, optimized every single setting within BIOS, but no luck. There were times CS is responsive and smooth, but very rarely, and it would always come back. After all this, I started suspecting on EMI, which made me feel pretty hopeless about all this.

Finally, today I've discovered a big clue that could help me diagnose the issue. As I said in the title, when I plug in or out ANY USB device, game becomes super smooth and responsive for 30 seconds, after that it slowly comes back. I want to note that all power saving features are turned of, I've deeply checked all that stuff and I'm running KirbyOS on which most of this stuff is already off by default.

Do you guys have anything that could at least lead me in the right direction? Here are my PC specs and perihperals, just in case.

Asrock B660 Pro RS
i7 13700
3060 Ti
Seasonic GX 650
G.Skill DDR4 CL16 3600Mhz 32GB

UPDATE: Another thing that makes a difference is leaving PSU unplugged for like 15-20 minutes, plugging it back in and starting up a game makes it perfectly smooth and responsive for few minutes. I guess my problem is electricity related afterall?

Not necessarily. It can be heat (thermal throttling). A cooled down computer = thermal throttling lag gone.

Add better cooling, replace your cheap heatsink pads with a proper liquid, improve cooling, underclock, etc.

Focus on the more common stuff (thermal throttling) first.

Of course, there's definitely no throttling, my temperatures are really low. The CPU doesn't go above 62°C while playing CS. Any other ideas that come to your mind? Is it possible that the motherboard VRM or something else is faulty?

Those 4 settings were already set like that, and I can't control those voltages on my motherboard unfortunately
Nice that you can't control those volt & set the max values. Please don't set any voltages blindly. Those are related to ram & ring clock. For intel 12/13th it is advised to set those around 1.15-1.20v which are safe. You can check integralfx's ddr4 oc guide to check about those values.

Don't have those voltage options. Asked ChatGPT also, it confirmed it's not adjustable od my mobo. You had similiar issue? Maybe I should get a new motherboard?

i use to have this on my old pc with intel,now i am with amd on amd i think there is same options but with other names on my pc with amd build i have changed many things in bios.
