You're better off using Nvidia FastSync + enabling MBR on your XL2735 and fragging.
You'll achieve the same positives, while mitigating all the negatives of this mediocre Pulsar (VRR+PWM) implementation.

Your frame rate limiter isn't good enough to sustain that tight of a difference.
360 FPS = 2,777778 ms
357 FPS = 2,80112045 ms
The difference between them is 0,023342672 ms, aka 23,342672 µs
Windows as a OS & frame rate limiters simply aren't good enough for this.
Even 350 isn't good enough (~0,07936508 ms aka 79,36508 µs)
In comparison, NVidia's autocap goes for a value of 324 FPS @ 360Hz, which ~0,308642 ms (~308,642 µs)
This is orders of magnitudes larger in PC time & a good minimum starting point.
