Could A negative Curve optimizer affect Video pan stutter?

i've recently tried undervolting my 5800x3d a bit as it reaches 90c pretty quickly during summer weather i've done just a -15 for stability sake, and for the amount ive tested i havent ran into any crashes or freezes, the temperatures have also went down around 6ish degrees°C, but i have encountered a weird issue with video playback. Mostly using Kodi, but also appears on youtube or netflix etc. Is this stutter/jitter just from the video framerate? as i think the tv show ive been watching is 24 fps, Disabling the -15 negative offset seems to alleviate the issue but it still happens, seemingly only during camera pan. Is this just an issue with 24fps camera panning? or a symptom of instability? Sorry if this is a bad question, i just couldnt find the answer anywhere online. Thanks for any help
