Does the RetroTINK-4K work with 30 FPS games?

I have an LG C2 OLED. The problem is, a lot of my games on PS5 still run at 30 FPS. RDR2 is a notable example. The stutter makes this pretty much unplayable for me, which obviously wasn't a problem when I still owned a plasma. My question is, will the RetroTINK-4K solve this problem for me? Will the motion clarity be significantly improved?
