Floaty mouse why

Hello, i have floaty mouse, why?
My aim is very bad now.
Easy target but i cant kill.
I5 13600KF
144HZ Monitor
steelseries rival 3 mouse
1080 ti
im playing cs2, 300avg fps

update to 0x129 bios microcode.
disable e-cores in bios.
disable cpu idle in powercfg.

Nothing changed, still floaty. i disabled all ecores in bios..
my mobo is z790 aorus elite ax

probably bad mouse or mousepad, try another one?

i think main is power issue.
give your mousetester 1.5.3 graph (frequency)
