Attached is a screenshot of my latencymon.

Essentially, it seems like my mouse skips pixels or drops input very consistently. Its very fast, and when playing games, it looks as though the game is stuttering, but when i use a controller, its perfectly smooth. My frametimes are smooth, i have no issues running the titles im trying to play, and this issue happens across every game that uses the mouse i've been able to play so far, which are helldivers 2, overwatch, minecraft, and repo, so a mixture of games that use the input from windows, and one that uses raw input. This happens on both computers, which seems absolutely bizarre to me.
the steps to troubleshoot i've done so far are:
Clean boot into windows
Used 3 different mice on different mousepads
Disconnecting everything from my computer except the mouse
using different usb ports
reinstalling different versions of windows on different drives
and probably more to be honest.

I spent a lot of money on all this and the issue still isnt fixed. its so frustrating and demoralizing. I dont really know what to do from here. I'm pretty tech savy and have a degree in computer science, and im at a loss. Anybody have any ideas?

How much DPI are you using? Go higher and see if it makes any difference

also if nothing seems to help: you could try a different household (ideal case which got recently build to guarantee new wiring) I was reading this a lot in this forum, that ppl have problems with "bad energy"

try https://youtu.be/10ujLjMFxOA?si=kdVPqkHFCZLIiChW no guarantee it will work.
also configure usb as in https://youtu.be/IyzFodkeHBQ?si=Fm0SNDBuIqvnpi2A again no single guarantee it will work.
