Can newer GPUs force FRC?

i know this question may sound a bit odd, but I’ve read other places where people that suffer from possible forms of flicker (or something else display related) have issues upgrading their GPU. I’m failing to understand how this can happen if they are using the same display or monitor. My question is, say you have a monitor that is only capable of displaying 8 bit color (sRGB), doesn’t support HDR, does not support 10 bit color. Can a GPU force a monitor like this to try and display color beyond its native 8 bit color space?
