Monitor recommendations for cs2? 360hz IPS vs 240hz TN + DYAC?

Hello,
Like the title says, I am considering 2 options for CS2. I am at a competitive level where I often participate in tournaments and I would like a slight upgrade as I would prefer a 25" monitor.
I found a used AW2523HF for £130, and I started debating whether to get it or not. The only issue holding me back is during online tournaments, my pc usually gets a 250-320fps at 1720x1440, so im worried that it wont be enough for 360hz @ 1280x960, so I will most likely have to cap it to a slightly smaller refresh rate such as 240hz, 280hz or 300hz.
However I would also try to consider a 240hz TN with DYAC or some other BFI technology like ELMB or ULMB.
I hardly know what im talking about. I am confident I can run a stable 240hz. I am looking for a cpu upgrade within the next year, for now I would prefer to keep my pc specs as is. Im on an AMD cpu so I cant run any of the NVIDIA technology (like ULMB2 I believe is nvidia exclusive from what someone told me)
I want something with good motion clarity, something ideal for a fast paced competitive fps. I also want to use this monitor OCCASIONALLY for studying/work, however if this monitor wont serve that purpose I have a laptop that will do the job instead.
Or I can also consider a fast ips 240hz, however I cant find any that really suit my needs.
my needs are: Fast motion clarity, 240hz or higher (ideally around 240-320hz), <=1ms response time, 1080p, 24 or 25 inch.
Like I said I have 0 clue what im saying, if im even talking about the right thing. Realistically I want the best thing I can get. No more than £300. Im located in the UK. Second hand is perfectly fine for me, brand new is also no issue.
