valorant feels bad, not smooth, not responsive, micro stutters

I have been trying to find a solution for a long time, at times I thought I had found it but most likely it was a temporary placebo. My game runs tragically in spite of a good computer, +500fps, 240 hz monitor and yet my game (at least I think so) runs Wrong. I feel that mouse movements are not responsive, at moments of shooting I feel some lag - even though fps do not drop, I do not see fps drops. Everything works at 100% on 240hz, on the desktop as well as in the game, nevertheless sometimes I feel that it works like 60hz or 60fps. I think I have tried EVERYTHING, from different BIOS settings, to different windows - atlasos, revios. I also tried winutil from chris titus. I have tried 3 DIFFERENT mice, 3 different mousepads, nothing gives any change, I can feel the lags even though they are supposedly small, I can clearly see micro lags at some moments. Feels like screen tearing with lags and fucced up delay. PLEASE HELP.

MY PC SPECS:

RTX 4070
RYZEN 5 7500F
b650 gaming plus wifi
goodram irdm ddr5 2x16gb 6000mhz cl30

That is a low information answer.
Provide a ZenTimings screenshot, a full list of your system's components, list of peripherals and the software stack you're using (OS, background app sw)

Provide a ZenTimings screenshot, a full list of your system's components, list of peripherals and the software stack you're using (OS, background app sw)

ssd wd wds100t3b0e 1tb m.2 2280 pci-e x4 gen4 nvme
fera 5 cooling

currently just stock debloated w11, just as i mentioned i have tried atlasos, revios, winutil - 0 changes
from peripherals its just my mouse (superlight 2) i have tried with 3 different ones and its also the same. Keyboard, monitor, nothing else from peripherals.

Swap your PSU and SSD as soon as possible.
Get a +1000W Corsair AX, RM or Hx PSU or something of similar performance
Get one of the following SSD's: SN8100, 990 Pro, P44 Pro, KC3000, SN850X, T500
Those are severe bottlenecks in your system.

In the meantime:
- Reset BIOS to defaults (disable SMT and EXPO afterwards)
- Run FCLK:UCLK:MCLK to AUTO:1:1
- Install W11 23H2 with .reg file from https://github.com/valleyofdoom/PC-Tuning

This should give you a decent start.

yea ill prob buy new psu and ssd
i did installed w11 23h2 with .reg file, i did reset bios, its even worse
