Normally I'd only write a post if I found new settings (which I did by the way and I also made a tool that forces fullscreen for games and does more) but now I'd like to highlight one thing on the topic of input lag, mouse heaviness, floatiness and degraded visuals. Previously I always facepalmed when I saw kyube mention RAM instability being the culprit of absolutely everything for everyone but now I kind of agree with him. After setting up my RAM properly, the kind of unpredictable mouse behaviour I used to have almost completely disappeared.
I still have the same problem where I find a bit of input lag to be present at all times but it's very unnoticeable now. Unfortunately I use a lot of programs and a lot of settings that aren't directly accessible in the BIOS or registry that make my gaming experience complete again. So while there is certainly a general issue with electrical systems that got much worse over the years, I believe it can be alleviated by setting up your system as perfectly as possible.

Do you know any resources on how to test if RAM is stable and how to set it up properly?

I spent 10 years having sex with a computer, it didn't lead to anything, everything you call tweaking has only a temporary effect.

I made the most tweaked version of Windows, downgraded BIOS completely, neutralized TPM and Intel ME, use programs to disable the VSync behaviour of DWM, disable mouse accel globally, use RDTSC instead of QPC, use MemTweakIt to disable some RAM settings that aren't accessible in BIOS, use a bunch of RWEverything commands because a lot of settings like SpeedStep and SpeedShift don't really get disabled in BIOS, use the EDID deletion tweak from this forum, and WinDbg for some other settings. Then after launching the game I want to play, I run the program I just made available on my GitHub. Even then, it was just about right, but with properly configured RAM it's perfect. I'd say the RAM alone does 50% of the job.
Also more on the weird side of things, I removed most metal and magnetic things from my room and even though the router is right next to my PC, I don't experience variable input lag. Again this might not be an ideal state but I can comfortably use 3200 DPI on the desktop without missing anything.

Even worse than that...I sell my Soul here to the Devil himself and still nothing and even this Tweak don't works...
So i can clearly say today that this all is bullshit...
