[FIXED] PG27AQDP, 5090 and 9800x3d degrades oddly after reinstall

I have no idea how to choose a fitting topic title for this, but I've been troubleshooting my 9800x3d and 5090 setup since I upgraded from a 4070ti and 7800x3d.

I've been running a limited and recommended setup for the sake of troubleshooting, and on a completely fresh install with JEDEC timings, the gameplay is completely fine, after a few boots everything just degrades. Originally it introduced odd macrostuttering, despite benchmarks showing the expected performance from the hardware.

My EDID report points towards DSC instability, but without DSC it persists, I've only been able to manipulate the issue by messing with related settings, trying to force Gen 4, messing with MPO, HAGS and different drivers.
Power cycling the monitor also has an effect on latency, but reducing the ingame FPS to an absurd number like 120 is completely unbareable, when it should be somewhat playable.

I've just tested my old VG248QE, and everything is basically fine. The schizophrenic part of everything is that my hitreg suffers immensely on the PG27AQDP, and I can't for the life of me tell why my hitreg would suffer if it's a monitor latency issue.

If I wanted my setup to function as intended, I would have to reformat everytime I play, but I suspect DDU'ing everytime might also do the trick. So I suppose something is polluting the pipeline?

This is above my expertise and I'm not sure where to look, there are plenty of people that seem to be doing fine on this exact setup.

FIX: Motherboard was faulty despite not showing up in any stress tests or benchmarks. The OS had corrupted boot files for no good reason and was fixed with OS replacement repair after booting without driver signature enforcement. Replacing the motherboard fixed everything.

It's interesting but I'm based in Austria and I don't think we have those kind of issues. I work in construction and I know a handful of electricians, one of them agreed to verify that my outlet was capable of running a gaming PC of this caliber, the outlet with me being the single power user in the house has about 2500w to spare.

But electricity wouldn't explain why the PC works exactly as intended off of a fresh boot?

The key here is that a fresh reinstall runs perfectly fine for a single boot, and my old 144hz monitor running relatively fine.
Have you tried maybe making disk image that you could simply restore without installing whole system again? Maybe that could rule out some things like some software/settings changes on second boot, as you could try it much faster or even get multiple drives with same system and try all of them in spaced out periods of time.

Not sure if that would work, Restore is pretty inconsistent. Looks like DDU'ing might also do something, but it's difficult to verify.

There are better ways to accomplish the same thing, and if it doesn't function as intended with defaults and proper PC hygiene, turbo debloating the system won't fix it either.

A
I have your same setup 1:1, what hepled me most was updating the monitor fw to v6, mpo disabled and only one monitor connected (that enabled gpu scaling - which is on).
If you ever come down the brenner text me I'll let you test my setup for comparison

Sick comment, you can accomplish the same results manually without relying on somebody packing things up for you. If you read the post you'd realize that stripping an OS isn't a part of relevant troubleshooting.

The issue was resolved with a new motherboard. It was faulty.
