Worked fine on windows 7 64 bit, cannot get the application to load on a fresh windows 8.1 install and i know its the only missing piece to get my config working again..

You can use the service menu to make strobe adjustments. The windows utility is just a front end for the same adjustments in the service menu.

Make sure to run it "as administrator".

@Falkentyne - out of curiosity, how exactly does one get into the service menu, especially of the BenQ XL2420Z?

With the monitor turned off, hold down menu for 5 seconds, then press the power button and then release both buttons after. Then menu enters the service menu. On the XL2720Z and 2420Z, that's the 4th button down from the top. Not sure about the XL2411Z.

For the factory menu (the menu with the VGA color gain adjustments, burn in menu and presets for the OSD color temperatures), that's menu and enter for 5 seconds with the monitor powered off then power button on with all three pressed.
