Turned my monitor on today and I see this. Doesn't seem to go away with a wet microfiber cloth. Had the monitor since 12/9/19 via Google Shopping. Who should I contact in getting this replaced; Google or HP?

Of course this happens right at the start of the semester. I don't have another monitor to use if I have to send this in.

Not sure what Google Shopping is or if it even has a warranty, if it does then you need to find out if/what HPs warranty is on dead pixels then take it from there.
