If you are like most people here, you probably won't find a solution.
That's why, in my opinion, you should first check if you can revert the issue by using your old parts again. Worst case, you will still have the issue. But if the problem is fixed by that, it might help finding the root cause.

With 240FPS+@240Hz there's not gonna be much stroboscopic effect when strafing. You need to pan the mouse pretty fast to get that at 240Hz :P

Also, I think you nailed it with the Stroboscopic Effect, this might be the exact problem I have.
Quick research shows that there are not that many possibilties to "fix" it though, which is a shame.

Overdrive overshooting happens when Overdrive is on, correct? For me it's off, as mentioned under "Current Build".
I'm not sure if it's tearing or not. Wouldn't that happen on the whole screen and with low FPS? I have 240HZ and 240 FPS.

This won't help you, but this exactly what happened to me - and probably other people too. No hardware change seems to solve the problem, even though, it started with a hardware change.

For me it goes up just buy moving the mouse. So I thought that's normal.
