There are legitimate use cases for this. Sometimes games do a bad job of 60fps especially if lots of 1% frametimes spiking past 16ms. Movies are 24fps so sometimes it's lesser evil.
Even better is perfect 240fps 240Hz with a 2000Hz 3200dpi jitter-free mouse. Absolutely 100% jitter free and a heck ...

I tried everything to stabilize the frame time in games like the Assassin’s Creed series and Cyberpunk 2077, but the frametime was all over the place.
Then I disabled HAGS, and suddenly the frametime became perfectly consistent.
Why is that?

30fps is not enough information for your eyes to make it "smooth"
Have you considered running Lossless Scaling Frame Generation? It works wonders for retro-games as a flickerless motion blur reduction method.

How should I set things up to make 30fps gameplay feel smoother and more stable?
I’m currently using:
- RTSS with front edge sync to cap at 30fps
- Refresh rate set to 120Hz
- Lowered monitor brightness
- V-Sync enabled in NVIDIA Control Panel (not adaptive or half refresh rate)
- G-Sync compatibility turned off
Is this enough? Am I missing anything?

To be honest, I don’t quite understand. I just lowered the brightness, so why does the judder disappear and everything look smoother?

Does high monitor brightness worsen judder?
I’ve been using my monitor at 70 brightness (max 100), and the judder feels really bad. But when the background is dark, I don’t see the judder at all. Is this just a placebo effect?

Can 30fps provide a better gaming experience than higher fps?
When I set the refresh rate to match fps multiples (60, 90, 120Hz, etc.) and limit fps with RTSS, it removes stutter. It feels similar to playing on PlayStation or Nintendo, with more impact and dynamic motion. Is this just a placebo, or is there a real reason?
