Sadly, I do not think that VRR from your Turing card could be used for Freesync over HDMI. The Freesync over HDMI spec was created using a HDMI protocol extension with AMD's own implementation. Something is really wrong with your setup. Those numbers from Time Spy are way too low for a RX 6900xt. I also see that your cpu score is also very low. I don't really mind good quality matte coatings, they are good for office environments. I have a steam deck with the anti-glare etched glass and that is a good hybrid between matte and glossy without the need for a coating. I have also tried a bidirectional cable (Club 3D CAC-1557) with no results using my RTX 3080 or RX 6800. I know the cable works as I have used it on other portable monitors with success.
