I think you should contact nvidia about this instead of trying to find a software fix. From what I've heard they've been good about helping out with DIY fixes/replacements.

When Gsync is active your monitor only refreshes when the game/gpu has finished rendering the frame. If you are only getting 40 fps then your mouse cursor will only update at 40 fps.

Using softmccs I changed my settings to 0% Luminance, 42% contrast, and color to User1 with 100% RGB. Looks a lot better than the default settings.

Vsync should be Off and the game run in Full screen mode for gsync to work. Gsync is not available on the desktop or in Windowed Fullscreen modes. You can check if it is enabled by pressing one of the buttons to bring up the OSD which will say it is in "Normal DP mode" or "GSync Mode".

Comparing prices between markets is more complicated than exchange rates. Amazon.co.uk is selling the vg248qe for £260, and it is available in the US for ~$270. I think $400-450 is a reasonable guess.
