It's apparently a known issue for many G-SYNC Compatible FreeSync displays that was introduced in the latest driver, and should be fixed in the next. In the meantime, you could roll back to the previous driver.

I have g sync and v sync on in nvidia and capped my fps to 140 in game but my monitor refresh rate still goes up to 144 and all the way down to around 124 even though Im able to play with stable 200+ without a cap. The switching is happening within milliseconds. Is this normal? If you have a G-SYNC...
