I haven't been able to find the information what the precision of VRR is (in microseconds/nanoseconds) and to what specific metric in the pipeline it hooks onto.
I'm not privy to that information, and I'm not sure anyone else beyond the Nvidia engineers are either.

Some time ago a friend now introduced me to GSYNC claiming that it would reduce input lag and sharpen the image and while I felt a positive impact when my FPS are stable in an empty lobby, lags during action kinda felt worse than usual.

It's the x 25. It's not a subtle brightness flickering, it's more like when you turn ON or OFF gsync, the screen turn off for a few seconds to apply the settings. And in terms of fps, my PC is more than capable of running Val and CS2 on high frame rate.

The former is a G-SYNC native model with a module, while the latter is a G-SYNC-Compatible FreeSync model without a module.

When the scene has these CPU bottlenecks, the reported refresh rate in monitor's OSD becomes much more unstable, going up and down with higher differences and for tiny, brief moments it actually shows "144" and immediately goes back to the values around the actual frame rate.

It all leads me to feel that G-Sync is the problem when the games get CPU-bound.
To summarize the weird behavior in CPU-heavy scenes:
G-Sync ON + V-Sync ON + Unlocked FPS = smoother than capped, but has "slow/fast" pacing feel
G-Sync ON + V-Sync ON + 60 cap (RTSS) = jittery/stuttery feel ...

This panasonic plasma at 60hz is not infact equivalent to 60hz oled. It's much worse. I got the ufo on for a few minutes. The whole ufo was ghosted around 4 pixels wide. With yellow smearing near the size of the upper body.
