I'm pretty sure Retroarch doesn't have support for VRR and speeds up(or slows down) everything to 60hz(yuck!).
It does support vrr you have to enable it in frame throttle settings. it's called "sync to exact content framerate"

strobing at 60.1hz is easy or any other weird refreshrate used by retroconsoles. retroarch need's a easy way to change videomodes without using VRR. The MisTer fpga, ossc etc just change the pixel clock to alter the speed it works just fine on a single strobed monitor. issue with native 60hz devices...

Chief say in another post than currently can be designed LED backlight above 10,000 nits ! Seems, worth it do it ? enough sales ? So all 240Hz VT1125 monitors can theoretically do 60Hz VT4500, if its electronics are designed properly. my zowie does VT4860 when in blurreduction mode at 60hz I replicated this exactly with freesync enabled like you said. In theory, you could transmit the VSYNC signal using a PC app over USB cable and use heavy filtering to slew the VSYNC signal in a lag compensated manner (with phase adjustment feature). Both myself and ad8e have written VSYNC monitoring + filtering code (jitter filtering + missed VSYNC filtering) ...
