I conducted tests on the same server at the same time on 4g and fiber ppoe connection
I turned on and off the 4g connection and ethernet devices in device manager
on 4g I had ping 20~ms higher than on fiber, 20-100ms jitter, game felt great, people on dm can kill me

Your ping is your packets that come to you, not the packets that go away from you. This can be easily tested in CS2.

I had to cave in and install C++ for some programs to work but fortunately it didn't affect online gameplay this time.
However the post that got taken down from yesterday had one interesting theory and that is mouse acceleration affecting hitreg.
I won't back up that guy's claims but I will admit ...

I turned off fTPM , NX Mode, IOMMU, Secure Boot and it seems like my stutters are gone. I had to have those enabled for FaceIT, but i saw that some people on AMD are stuttering because of TPM so i assume that's the fix..

I see in the screenshot that your monitor supports g-sync, have you tried turning off g-sync in nvcp via “Enable Developer Settings”->“G-Sync settings” or via monitor settings?
