My resolution in Windows is 1920 x 1080(native) 165Hz, perform scaling on: display, scaling mode: full screen. My monitor size is 27". My CS2 scaling is at 1280 x 1024 - 4:3. I need to play more and see if it's consistent, because the nature of this problem, in my case, the fix just slowly goes away overtime. Yes, before now I had not even tried Windows scaling ever, and it was not even a house it was an apartment, at his place everything was good as long as we played for like 2 hours, same ISP btw. Then I went back home, can't hit nothing. This was the place where I tried everything I explained in earlier post. After that I moved to a new place, 3 years old building, same ISP, same bad delays in games, now I live at a different place, in the house, same bad gameplay(all those places, including friend's, were in like 20 mile radius). And only now after I switched scaling to 120, this fix is the longest I had so far.

Everything was good on my old PC from 2011 until 2017ish, one time I loaded the game and I could not play no more because it was so bad. When this happened I started doing all of those testing and fixing. Now I have a brand new intel/Nvidia setup with the same issue. Couple months ago I bought another PC amd/nvidia just to see if there is a difference, nope, the same delay is everywhere(I returned that AMD setup). I've read tons of information about CS2 input lag/electrical lag/sync lag - all of those things you find on the internet is the exact explanation of what I have and no one knows what it is. I've read some were saying it's due to EMI, others "dirty" electricity. Many people were saying if you turn on an old iron for clothes, it fixes the issue, and believe me, it does, I tried! One dude bought a full on petrol generator to power on his stuff and it fixed the issue. At this point I am out of ideas, enthusiasm or hope how to fix it, I might as well just give up on competitive gaming =(

Maybe this is the cause and High DPI scaling override is the solution? A mismatch between input and output scaling.

This article describes how to work around an issue in which mouse input in some games is incorrectly scaled on high-DPI devices.

Introduction
Windows 8.1 supports bitmap scaling of desktop application content for applications that don't natively support high-DPI displays. It also scales mouse, pen, and touch input that is sent to those applications. Scaling both input and output guarantees a consistent experience for the application user.

However, there are two scenarios in which scaling can be mismatched:

Games that run in full-screen mode and bypass the output scaling of Windows (only input is scaled)
Games that use "raw mouse input" in windowed mode and bypass the input scaling of Windows (only output is scaled)
Most Windows desktop applications don't use full-screen mode or raw input. However, games frequently use one or both configurations. Windows detects many full-screen games and exempts them from both input and output high-DPI scaling on successive starts. But this detection fails in some games and upgrade scenarios. In these cases, you may experience mouse input that is either consistently larger or consistently smaller than what is reflected on the screen. The effect can be seen either in the position of the pointer or the location at which you can interact with on-screen content.

Workaround
We recommend that you manually configure games to be exempt from output and input high-DPI scaling. This should be done only for specific applications. This is because a change in the global desktop DPI scaling settings affects other desktop applications and may cause content to be displayed too small to be usable.

To make these configurations, locate the game's executable binary, and then change the compatibility properties of that file. To do this, follow these steps:

Locate the game's executable binary. You can usually search for the file by using Windows 8.1 search, as follows:
On the Start screen, type the name of the game application.
Right-click or press and hold the application's icon, and then select Open file location.A folder that contains the start menu shortcut for the application will open.
Change the compatibility properties, as follows:
Right-click or press and hold the file explorer icon for the application, and then select Properties.
On the Compatibility tab, select the Disable display scaling on high DPI settings check box.
Tap or click Apply, and then tap or click OK.
Additional troubleshooting tips
For some games, the shortcut starts a "launcher" application that then starts the game. You may have to locate the actual game application and then apply this compatibility change to it.
Some applications provide compatibility options within the application instead of using the application's Properties window. If this window doesn't have a Compatibility tab, determine whether the options within the application include the ability to disable high-DPI scaling.

This did not help
After playing more cs2 I can confirm this did not hold up for very long, the mouse and game feels like sh*** again, impossible to play. :roll:

So I think I finally figured this out... and it is very very simple...

All you need to do i s disable CPU core parking.

Here's a step-by-step guide:
1. Open the Registry Editor:
Press the Win key + R to open the Run dialog.
Type regedit and click OK.
2. Navigate to the Power Settings Registry Key:
Navigate to the following registry key: Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\0cc5b647-c1df-4637-891a-dec35c318583.
3. Modify the "Attributes" ValueMin:
Double-click on it and change the Value data from "1" to "0".
Click OK.
4. Find and Adjust "Processor performance core parking min cores"
Open your power plan (e.g., Balanced, Power Saver, High Performance).
Navigate to the setting called Processor performance core parking min cores.
Make sure it is set to 100%.
5. Restart Your Computer:
Restart your computer for the changes to take effect.

This has removed all desync and hit reg problems in all my FPS games along with stuttering and mushi mashi movements feeling. I've been playing for 3 days already and it works. You can even revert back all the temp fixes like scaling screens, etc.. I can finally enjoy gaming as I used to 10 years ago, in fact, my mouse input is so fast right now I need to relearn how to aim =)

So when you load up fresh new ultimate power plan,the default of this is 100,of course it did not work me even that it was allready on 100 by default.

Processor performance core parking min cores

Description:
Specify the minimum number of unparked cores/packages allowed (in percentage).

Subgroup:
Processor power management

Range, Units:
0 .. 0 %

Subgroup / Setting GUIDs:
54533251-82be-4824-96c1-47b60b740d00 / 0cc5b647-c1df-4637-891a-dec35c318583

Default value for schemes:
Ultimate Performance: AC=100

dont get me wrong but this is the default value you are showing why was your on 0? i dont know but the default is 100,so this is like 100% bs.

My MinValuue was at 1 by default and I set it to 0
