Help Understanding G-Sync Windowed 40fps behavior

Talk about NVIDIA G-SYNC, a variable refresh rate (VRR) technology. G-SYNC eliminates stutters, tearing, and reduces input lag. List of G-SYNC Monitors.

That further confirms your monitor model refreshes at 30Hz VRR (when at a physical 60Hz+) with 30 FPS (as it doesn't support LFC).

I had an older G-SYNC monitor that had slight flicker at lower framerates due to its lower LFC threshold. This is another reason newer G-SYNC monitors have a higher LFC threshold (I.E. using 60Hz LFC at 30 FPS instead of 30Hz, etc), as to avoid it.

The first few TN panel G-SYNC models were also prone to the below (though not sure if it applies to your model, since it was such an early mod):

Dolphin has been using flip model since 2017, it should enter Hardware Composed: Independent Flip as long as nothing interferes with it.

Right, but as I noted in that same comment, my monitor uses DSC, and MPO is required for Hardware Composed: Independent Flip.

Without MPOs, you should get "Hardware: Independent Flip" though. Unless you have something else showing on top of the window.

In Dolphin borderless mode (alt + enter), I just checked, and yes, but in it's windowed mode (as a small window on my actual desktop when focused), no for my specific hardware with DSC enabled on my particular monitor for whatever reason. I have to use the legacy G-SYNC borderless/windowed option in the NVCP for VRR to engage in this case.

Could be app/config-specific. There are too many variables nowadays to be easily sure, and I don't care enough in this instance to troubleshoot the exact reason (I use the actual consoles with a RetroTINK 4k instead of emulators now anyway).
