This data set is for his particular setup. That does not mean you can extrapolate or assume anything from this data.
Not only that, this data was accumulated from the middle of the screen.
Displays behave different in terms of latency when comparingthe top, middle and at the bottom.
It does not include every possible combination of Windows version, GPU drivers, game, GPU architecture, output port, TCON & scaler...
Your Benq/Zowie set-up very likely behaves in a different way.
As mentioned above on the image, that was a general comparison of frame limiters on his particular setup.

As for the other issue you've mentioned, from the other information you've provided it seems to me that you're having HW instability issues rooted in a unstable RAM profile.

No, they don't do any testing whatsoever. They have no idea what the best setup is.
Please stop referring to “pro players” as some kind of authority on what technology is good or not.
