When has this appeared? Maybe you're just extra sensitive to the DWM input lag, windows 10 is very finnicky with the DWM, even if you try and disable it, it can bring it back up again. You can just try windows 7, disable aero theme (disables dwm) and try playing like that, see if that makes any difference.

Also new update: Just tested the games on a desktop with all AMD intergated and discrete graphics. Exact same issues. So that rules out it being related to only being Nvidia, Intel or Amd. Issues were same regardless if I had a CPU from AMD or Intel or graphics from AMD or Nvidia.
Though one thing I noticed on the new desktop is that when I turn off the integrated GPU under display adapters in device manager, my hitreg is a so much better and don't dye as instantly. It only lasted for few minutes though. Seems like no matter what I try and when the issues go away for awhile, they always come back. This is so frustrating.

First off, what are your specs? Second, when did you notice the input lag? Did you notice it as soon as you heared of input lag in forums/videos/from friends? If you noticed it after that, how was your feeling in games before you knew input lag even existed? In my case, just knowing about the whole stuff made it worse. I developed very bad reaction times and aim, because I thaught there is alot of input lag. Then I finally tested my PC and it turned out I only have 25-60ms total lag in any game. That's actually decent. And now I play better then ever before, just because I know there isn't much lag. I play games like Apex Legends, Battlefield, Valorant and Rainbow Six Siege and they start to have more and more input lag after few minutes of game time. It's as if my mouse becomes heavy and sluggish and I have to put more effort into moving the mouse. Also the keybaord feels laggy and inaccurate when strafing And it feels like there is a 0.5 seconds of delay. The lag is also noticable on WIndows outside of the games. Everything in my system seems to be fine. Good internet with no speed, ping or bufferbloat issues, no FPS drops, CPU and GPU temps all fine, frametiems are good and no errors or anything anywhere. It seems to be some sort of display issue since soem of the things that fixes it for few seconds to minutes happens when tweak some diplay settings.
Another issue which is very noticle in Apex Legends is where the graphics and textures in the game shimmer and flicker when the input lag starts to show up. It's definetly not normal without antialiasing. Some other problems are subtle microstutter while moving mouse in the game and recieving ton of damage within few frames. (Like I am dying instantly when getting shot, 1 frame deaths, getting shot like I am a second behind the game world)
THINGS THAT FIXED THE PROBLEM FOR FEW MINUTES: alt tabbing in and out the game, restarting pc, switching to windowed mode, turning on and off generic monitors in device manager
EVERYTHING I TRIED SO FAR THAT I CAN THINK OF:
-3 different gaming laptops
-1 desktop pc
-different mouse and keayboards
-switching to a netduma gaming router
-different vpns with wireguard and openvpn protocols
-port-forwarding
-playing on mobile hotspot
-changing to different wall adapters and surge protector powerstrips
-portable power station
-trying the PC at different system.
-clean reseting PC
-disabling/enabling C-States in BIOS
-different windows setting optimiaztions
-differnt pagefile settings
-changing and experimenting with many different nvidia settings
-changing to differnt in game settings
-turning on and off DX12 in game
-clean booting windows
-removing any temp files and windows bloat
-uninstalling and reinstalling my iGPU and dGPU using DDU
-two different freesync and gsync monitors and messing with differnt gsync and vsync settings
-ISLC, Timer Resoliution, Empty Standby List, and turning on and off HPET
-Fr33thy optimaiztions
Many other things that I can't remeber it all right now.
If there's anything I need to answer please ask. This forum seems to be best place to try to make sense of this. I would give exact specs but this same issues happening across all systems I tried (3 different laptops and 1 desktop with all good specs).
How about you invest some money into this, buy a cheap 1000fps camera (nikon j1 60-150€ on used market) and investigate! Then you surely know, and it saves you alot of stress and headache.
