Yes, I also think the problem might be hardware. One angle you can look into is benchmarking the 2D graphics performance, it could be a bug that I also experienced and posted about here:

Those benchmarks look fine, other than the low hard drive score. That shouldn't affect gaming too much other than map loading times. Based on your feedback it sounds possible the video card has good cooling and I'm leaning more towards a driver or software issue now. There are some recent posts on these forums where audio drivers, network drivers, amd chipset drivers have all been found to add latency after automatically updating. I don't know if this is an issue you're experiencing but I cap my fps using either RTSS or steam command line I've tried capping fps in all different ways, I have an issue where if I move my mouse in a circle big or small circles or in fights it feels off like frames aren't matching it just feels sloppy I have tried g sync on and off with it on it feels a bit better and I cap 3-4 fps under my 240hz refresh rate, I would like to play with it off but it seems the lower I cap the worse the problem is so if I cap at 180 it feels even more off my frames are consistent at 180 and 240. Does anyone know a possible fix? firing range feels better but not amazing I've tried different mice I've tried everything but I can't seem to fix it

I even changed CPU and motherboard
I also think that the problem is due to dirty electricity
Because when I connected a wire to the body of the PSU and connected it to something metal
Excess electricity was discharged
And the problem was temporarily reduced
Someone should test with online UPS
