I can't track the target correctly on any mouse pad. However, I can track it with zero lag on a wooden table, cardboard, and some fabric sheets.
I found someone else experiencing the exact same problem as me.

Mouse skates glide on table easily ,or thicker mousepads will hold mouse more and will feel sluggish but precise to flick/stop , you might mistake lag with that

No, I rely on evidence to determine if there is input lag. I don't rely on feelings, that's not accurate.

I took a video and you can check it out. On other surfaces, this delay is completely non-existent. So far, I haven't found a mouse pad with zero delay.

A mouse pad has only one purpose, and that is to provide good tracking. I tested the Artisan Ninja FX Zero today and did a lot of testing. I found that this mouse pad has very low input latency. The only drawback is that it is too expensive.
