Whats the best settings to use for Counter Strike 2, when it boots up the game it asks you to put it into Gsync + Vsync + Reflex, but this mode doesnt look smooth to me and the frame rate is moving around alot.

On good hardware, capable of +400FPS, I wouldn't even consider using Pulsar.
Only ULMB2 with a good frame rate limiter or NV Fast-Sync, depending on which refresh rate one chooses.
Reflex is broken in that game, it's better to rely on external Reflex toggles (SK or RTSS after presentation)

Is Special K safe to use, doesn’t risk VAC ban?
I get over 400 frames so need to cap it.
Using Pulsar or ULMB2 at 360hz makes no difference to clarity, so might aswell stay in Pulsar.
Edit: actually I see your point, ULMB2 would get around the compensation pulse, I would have to test both.

Lol, if u have 700-1000 fps mb u will have a good prio over pulsar, but if u have 400 and u can use pulsar with 345-349 u will use pulsar, cause ~349fps and 400fps don't have any human eye diff, but pulsar have big diff in motion clarity

I know the Nvidia rep said they’re not going to lower the floor on Pulsar, but I seriously hope they reconsider expanding the ULMB2 range to 48 - 70 Hz for additional compatibility with retro consoles and PCs.

Anecdotally speaking, a acquaintance of mine used it fine on normal matchmaking. It's gray area
Don't use it for FaceIT though, that'll definitely prevent it

The raw frametime difference is also too good to give up on, as some hardware can push +500FPS with relative ease in CS2
You could also run 240Hz ULMB2 and use NVidia Fast-Sync, if you can maintain 480FPS.

That range is insufficient for normal VRR use.
≤324FPS @ 360Hz is the range you want.

The thing is, you can’t really apply frame gen on retro consoles or a Mister piped through a scaler unless you use a video capture card, at which point you can use literally any monitor instead.
Would be great if there was a singular modern monitor that works for all content. Nvidia can simply allow the customer to decide what is un/acceptable flicker, while even keeping the ULMB2 and Pulsar modes separate.

So I ended up settling on Pulsar at 360Hz with Special K locking the game to 320 FPS.
RTSS doesn’t seem to lock the frame rate as consistently as Special K in this game. You can see the FPS fluctuating a lot more on the monitor OSD with RTSS, which affects smoothness and clarity. Special K feels much more stable.
I also tried fixed ULMB2 at 360Hz, but I wasn’t maintaining high enough frame rates consistently for it to stay smooth. When I dropped down to 240Hz ULMB2 it felt nice and clean, but I ended up going back to Pulsar at 360Hz with the 320 FPS cap. My lows don't seem to go lower than 320 that's why I settled on it.
This feels like the best balance for me right now. Unless I can somehow get lower than 5–7 ms latency, I think this is as good as it’s going to get.

I found out that nvidia + reflex + gsync (vsync on "ON" in nvidia, not fast), capping my refreshrate at 360 in cs2 will cap my frames at around 327ish and make the smoothest in terms of gameplay + latency. Lvl 10 faceit.
I tested various things like gsync off, ulmb2 on, frame cap to 360, uncapped etc... and none of these tests made the game as smooth as pulsar+gsync+vsync+reflex.
