actually in india, the ground and neutral are already bonded at the transformer side, so there is no need to bond them again at the main panel in the house. if you do that once again at the house, its gonna be a problem.

I have ordered the same PSU - Corsair HX1200. I face the same problems as the OP. Did everything. [...] try not getting my money wasted as there is no return policy here in my country.

Bufferbloat doesn't affect what we're going through here. You're only affected by bufferbloat if you're using your Internet to the maximum. I say this from personal experience. My current ISP (I changed recently, less than a week ago) gives me an A+ result, and I still experience lagging, dying ...
