Yeah I'm on win11. My mouse "works" in that its not unplayable. There is a sense of ever-present input lag and when I turn the hz higher on my mouse the input lag feels worse. So I'm pretty sure that these graphs point to an issue within my machine.

You should try setting your performance plan to balanced if it is on high or ultimate performance mode.
