1/4 is for 240Hz (240/4 = 60.) On 120Hz, you'd use 1/2 (120/2 = 60.)
Yup, couldnt tell the difference at 240hz with 1/4 refresh rate using NV inspector vs. 240hz with ''use the 3d application'' for vsync using ''borderless windowed mode''

However, keep in mind that you get the latency benefit of the higher refresh rates even when running games at 60FPS either through VRR, or by using 1/2, 1/3 or 1/4 vsync. Processing lag of modern gaming monitors ("modern" meaning made in the last 8 years or so) is usually less than 2ms. When LCD displays first went mainstream, it was common for them to have latencies upwards of 20ms.

If you don't play modern games thst require the latest Win 10/11, get on a version below 1809, everything else is horrible in terms of latency.
