Can u send the drivers, processes tab aswell ?
Also, try this driver to make sure it's not the driver, I don't have issues with this one.
Use DDU to get rid of the previous first.

I've included the stats page too. I didnt include all drivers, just those with a DPC count and execution. Similarly, i did the top of the Processes tab. I did try a DDU reinstall of VGA driver before but ill try again with the file you listed
Jesus, those numbers. Get off version 2009, I don't know why so many people are stuck on that horrible half baked build. It doesn't have the newest features but in turn it has a lot of bugs and probably the worst performance ever.
This is the first I've heard of my Windows version being the problem. Would you mind elaborating? I keep everything updated. Is there a way to revert/update the build? What about 2009 is the problem?

Gave that driver a try. No change in behavior

Hm interesting, are you really in version 2009 or is it a bug with the os ?
Give it a check in windows specifications.

Should look like this.

I'd re-install a fresh copy of windows and see if the PC behaves the same.

Yeah I'd almost put money on the version being the culprit. Even more so if it was updated from a previous build. There are ways to update this but you definitely need a fresh install. A lot of problems with 1903-2009 ranging from bugs to insanely high latency at times.
I'd suggest physically cleaning your pc, reseating the components, saving your BIOS settings and loading them after a CMOS reset before doing this however. Honestly those LatencyMon results look like the PC equivalent of a cancer patient.

If you don't wanna a fresh Windows install (I hate that too), try a full driver reinstall.

Sometimes I had to do full uninstall first, zero driver traces.
Reboot into what is essentially generic VGA/SVGA/XGA/etc adaptor mode.
Then reinstall driver.
Do not preserve NVCP settings, some hidden eastereggs can be bad.

Factory reset to new-system GPU settings FTW. You'll have to re-optimize from there.

Failing that, yeah, do the thing that you're balking at doing. (Hello Windows 11 ISO on a USB stick).

I've tried all this! I reseated everything i could think to, checked connections, and even blew away any dust. I have done multiple CMOS resets. Its driving me a little crazy tbh. Ill give those steps another go to morrow and see what happens.

Ok, I can begin doing this. Do you have any guidance on uninstalling all drivers and reinstalling? I've tried before but didnt get confirmation the drivers were fully installed. Is there a way to check? Is it just as simple as booting into safe mode and uninstalling in device manger, disconnecting from internet and reinstalling driver after reboot?

I have reinstalled windows recently. In my previous message I found my os version and it showed when I last tried fixing this issue (2 years ago)
