I turned off fTPM, NX Mode, IOMMU, Secure Boot and it seems like my stutters are gone. I had to have those enabled for FaceIT, but i saw that some people on AMD are stuttering because of TPM so i assume that's the fix..
i have the same but nx mode makes my pc worse i think, do you know whad does it do ? also i think there is at lest few more things that you must change in your bios, also dou you have mouse / keyboard dataq tweak?
NX Mode is a security feature, turn it off unless u must use an AC that requires it. MouseDataQueueSize should be left on default.
ok thanks

what about "AMD Variable Protection" ?

It's interesting that you mention fTPM in particular.
I've talked to this one user who shares the configuration you have... he omited the fact that he uses a dTPM module from his old Z690 motherboard.
This model in particular: https://www.amazon.com/dp/B09PBMQ8YY

Since your post, I've also seen another complaint of your particular MB+CPU combination (X670E Tomahawk + 9800x3d) having fTPM-related macrostuttering issues.

The other ones you've mentioned are general latency reduction and are to be expected to be beneficial to anything latency-sensitive.

I'm not sure why you've decided to post this "information" (which lacks any proof to back it up) here...
That's also a non-sensical statement.

I have a 12 pin dTPM module with a gigabyte b650 board, it does not eliminate the 0.01 lags that change the mouse trajectory

one interesting thing I have noticed is that when I play on a community server and I have a game search in premiere mode, 2-3 seconds before the green "accept game" button appears I experience a large amount of small 0.01ms lags, i.e. when my game client receives a sudden amount of packets from the cs2 network side, I get a large amount of 0.01 lags

That's good for you.
I fail to understand how your issue is correlated to the OP, who claims to have pinpointed his issue to be related to fTPM incompatibility of his mobo + CPU
Maybe posting in some networking-related forum topic might've been a more appropriate choice.

I don't have time for this. You have dpclatcheker and the kernel timer latency moon measurement mode. You can easily check it yourself. Version 1 or 1.1 did not have this problem. Just don't tell me that these programs are either outdated or inaccurate, I'm sick of it.

Can you explain to me what exactly LatencyMon's kernel timer latency is measuring?
Because the dev of LatencyMon has not confirmed this himself, nor is it clear from any ETW data.

DPC Latency Checker also does not accurately represent driver performance since Windows 10, from what I'm aware.
Though, asking the dev of that app sw might lead to more clues to it's compatibility.
