i think because these cpu not have static oc.
just go with new 9700x3d, it be better.

Arent all 5800x3ds rated for 4.45 ghz? what do you mean by static oc? I am gonna get a new PC when the new 50 series comes out, so until then im trying to manage with my current setup, which gets pretty hot ...

I'm also getting this problem and has only started recently, might be a recent driver or windows update, although i am still only on 551.86. i do have dual monitors both usually set to 120, and change my primary to 165 when playing competitive game. it happens on both refresh rates for maybe less ...

don't try optimized defaults.
try making a custom resolution in cru with exact or exact reduced timing profile and set it to 120hz.
disable freesync while in desktop.
