Input lag disappears for ~30 seconds when plug OR unplug any USB.

I know I'm going to sound like a schizo, but it came back, even on new PC. I guess it was because it was new hardware as people sometimes mentioned. I just did the USB trick and the difference was insane. It was like I had a 1000hz monitor for 10 seconds.

What I noticed relieves the lag as well is touching PC case screws - it's like some static buildup or something discharges in me and it feels perfect for few seconds. I feel like I'm very close to realizing what's the issue. Can it be my PC case?

I have another huge clue - changing angle of monitor power supply cable relieves lag for ~30 seconds. Any ideas?

In case anyone follows this thread in the future, here's an update:

An electrician came to my apartment an noticed that there's a TN-C system in the building, so there is ultimately no real grounding, which completely explains the issues I'm having. I'm located in Serbia and there is another thread to further back this point up - viewtopic.php?t=10543

Neutral is always grounded at some point in TN-C. It is not as good grounding a separate wire, but still it should be bonded at sockets at least in bathroom and kitchen for safety purposes.
That doesn't explain why it would work and then stop working, unless this kind of installation does not handle things good enough anymore.

So the problem isn't necessarily the TN-C? I mean - TN-C systems are not the root cause of the issue we have, there are other contributing factors is what you're trying to say? The only thing I haven't tried yet (after trying almost everything and replacing the entire PC) is getting another PC case, this one was pretty cheap and it's possible that the case itself is on floating ground, but I doubt that honestly.

I see that you are pretty active in this forum and very well informed, if you have any suggestions for me, I'd be more than happy to read them.

Look at one of my replies, I found the same temporary "fix" which is reproducable at all times. The only thing that is persistent is that at night, everything looks way smoother and the shots are landing, essentially like 2 different people playing.
