Yes... Nvidia is already looking into this. Its a common problem of RTX30/40 cards with 360 Hz wqhd monitors. I have also read about similar problems with UHD 240 Hz screens. If you reduce your monitor frequency to 240 Hz (which still looks amazing with pulsar) there will be less and shorter black screens. If you want to get rid of them completely you have to switch to single tile mode via registry.
This will also remove 360 Hz mode. Then your monitor will behave perfectly snappy, no more black screens at all.
I ran my 4070 for several months like this and it worked great. In the end I upgraded to RTX50 and all black screen problems are gone in normal operation with 360 Hz.
I hope they will get this under control. So many 360 Hz users out there which suffer from these handshake problems. Not just pulsar users.
